Video Camera College-Wide Policy

The purpose of this policy is to establish guidelines for placement and use of video cameras/surveillance equipment on campus. 

Our campus constituents have an expectation that basic security measures will be provided to enhance their safety while on campus. The College maintains a staff of University Police Officers who are on duty 24 hours a day. Officers will be relied upon to patrol our campus and respond to crimes and emergencies. Video cameras may be part of security measures provided at given locations.

Internet Protocol (IP) or Network Video - Video over Internet Protocol: Video over IP is the deployment of video information over a network that conforms to the OSI layer model. This includes support of cameras and encoders transmitting using various protocols (e.g., TCP/IP, UDP, FTP). Devices that stream video over IP networks transmit frames and packets of video data to a single or multiple locations for different purposes. A device like a network video recorder or video decoder.

Network Video (IP) Camera: This is a device that produces a video image and encodes it for streaming over a network. This device combines a lens, imager, digital signal processor, and a D?A converter in a single package. The network video camera will, at a minimum, include an Ethernet connection for the network. If this a remotely position able camera with PAN/TILT/ tilt motion and Zoom lens capability, the cameras position is controlled via commands sent from a user’s computer or network. In addition, the network PTZ camera may have an input/output and or a serial connector for additional means of positioning the camera. If the device id 802.3af compliant, the power is sent over the Ethernet cable, otherwise the low voltage 12-24 vdc/vac connections are used.

Multichannel Video Encoder: This device converts video from analog camera to multiple video streams that may be accepted by the network recording equipment.

Network Disk Recorder or Network Video Recorder: This device usually has and embedded operating system and is dedicated to the decoding of multiple video streams, recording these video streams onto its internal or external hard disk drive media, and streaming either live or recorded video for display on remote personal computers or work stations. This device may have direct attached storage. Network disk software, and maintenance by the user.

Imminent danger: Circumstances exist that would evince a reasonable person to believe that he or she is under an immediate threat of death or great bodily injury. 

    6.1    The Electronic Access Control Administrator and Assistant will be responsible for coordinating all installation of all video camera equipment associated with card access systems.  

    6.2    University Police will be responsible for the utilization of any video camera monitoring equipment within their office and any video camera surveillance equipment utilized for police investigative purposes.

    6.3    Residence Life will be responsible for purchasing and maintaining all video camera/surveillance equipment associated with the card access system in residence halls.

    6.4    The Chief of University Police or designee will be responsible for determining when imminent danger exists that overrides the reasonable expectation of privacy for a given area.  

    7.1    Video cameras will be installed to monitor the exterior doors of buildings that are equipped with card access equipment. In addition, video cameras may be installed in academic building hallways, building entrance/lobby areas, elevators, laundry rooms, student dining halls, campus grounds, parking lots, and areas deemed a security risk by the Chief of University Police.

    7.2    Notices will be provided to students and others about video surveillance in the residence hall license, faculty/staff handbook and at the exterior of buildings utilizing video cameras. Notices will not be provided when they would jeopardize police investigations. 

    7.3    Video cameras will not be installed in student residence hall rooms, locker rooms, bathrooms, or employee break rooms where a reasonable expectation of privacy exists. 

    7.4    University Police will maintain video camera monitoring equipment within the police Dispatch Center. Video cameras/surveillance equipment will NOT be monitored continuously. University Police will utilize the video camera monitoring equipment to facilitate and/or determine authorized entry to campus buildings, monitor door alarms, and perform investigative and security functions.
