This document outlines the expectations and basic requirements for state travelers.

  • 4.0 Policy

    4.1 VEHICLE USAGE FOR UNIVERSITY BUSINESS

    4.1.1 Travel must be for State Business and authorized in advance of the travel.

    4.1.2 The University reserves the right to restrict travel to locations for any reason, including but not limited to, travel bans, concerns about the safety of the destination, inclement weather or limited funds.

    4.1.3 Travelers should use the most efficient and cost effective method of transportation available, including carpooling when multiple people are traveling for the same purpose.

    4.1.4 The University will only reimburse actual, necessary, and reasonable business expenses incurred when an employee is in official Travel Status.

    4.1.5 Where feasible, Travelers should utilize a Travel Card to pay travel expenses (e.g. transportation, lodging, miscellaneous/incidental expenses).

    4.1.6 Travelers are responsible for obtaining and providing receipts necessary to justify travel expenses with the Travel Voucher.

    4.2 DRIVER AND PASSENGER REQUIREMENTS

    4.2.1 All employees and students who wish to drive a state-owned/leased/rented or College Auxiliary Services vehicle on state business must be cleared by University Police as required by the License Event Notification System (LENS) Policy.

    4.2.2 All drivers must be at least 20 years of age or older to operate vehicles. Passenger van drivers must be 25 years of age or older.

    4.2.3 Passenger van, 12 passenger or more, state owned vans operations are restricted to a travel radius of 60 miles from the University. For travel beyond 60 miles, passenger vans must be rented from a third party vendor.

    4.2.4 The only person authorized to drive the rental vehicle is the name listed on the travel authorization or vehicle rental agreement.

    4.2.5 A Vice President or designee must approve all out-of-state travel prior to the scheduled trip.

    4.2.6 SUNY Plattsburgh students may only be drivers if:

    • They are a university employee acting within the scope of their responsibilities or approved as an authorized volunteer;
    • A staff member accompanies the transport of students for the approved purpose; and
    • It is not feasible for an employee to drive.

    4.2.7 All drivers must hold a valid United States drivers license, have completed their probationary period for their drivers license and not hold a restricted use license to operate vehicles.

    4.2.8 All passengers must be employees of New York State, authorized volunteers, SUNY Plattsburgh Students or other authorized personnel.

    4.2.9 Travelers must comply with all applicable Office of the State Comptroller (“OSC”) rules and regulations (see Appendix) for travel, including those rules governing reimbursement of expenses.

    4.2.10 Failure to comply with this document may result in non-reimbursement of costs, the Traveler having to reimburse the University for unauthorized expenses, restriction or suspension of travel privileges, or discipline in accordance with applicable collective bargaining agreements.

    4.3 DRIVER AND PASSENGER CONDUCT

    4.3.1 All drivers must abide by the Vehicle and Traffic Laws and other appropriate laws when operating a vehicle on university business, including, but not limited to, the following:

    • Maintain the proper speed. If no limit is posted, drive no faster than 55 mph. Speeding ticket fines are doubled in work zones, even when the workers or work vehicles are not there. Be mindful of school zones limits.
    • Signal before turning or changing lanes.
    • Allow enough space between the driver's vehicle and other vehicles to allow room to stop safely if the other vehicle stops suddenly.

    4.3.2 All drivers should ensure safe operating conditions, including, but not limited to, the following;

    • Assess vehicle condition to ensure safe use.
    • Assess road conditions and use necessary defensive driving in inclement weather.
    • Use of cellular phones without a hands-free cellular adapter is prohibited.
    • Abstain from driving if tired or on medication, or have been drinking alcoholic beverages.
    • Seatbelt use by all occupants is required. The vehicle may not be operated unless everyone is belted.
    • Schedule regular stops, every 100 miles or every two hours.

    4.3.3 All Drivers and passengers must refrain from;

    • Use of any tobacco products in vehicles
    • Possession and/or use of alcohol, illegal drugs or other intoxicating substances in the vehicle are strictly forbidden

    4.4 ACCIDENT REPORTING

    4.4.1 All accidents involving University Employees driving a State Vehicle on University business must be reported to the appropriate police agency, University Police, Facilities Office (located in the Service Complex), Environmental Health and Safety Officer and the Internal Control Risk
    Management Coordinator. The driver of the vehicle is responsible for providing copies of police accident reports and filing a NYS MV104 Report with University Police. See section 7.0 for reporting motor vehicle accident procedures.

    4.5 INSURANCE AND LIABILITY PROTECTION

    4.5.1 In general, university employees using state vehicles, on university business, within the scope of their responsibilities, will be covered by the state policy, unless negligence is proven.
