6.1 Plattsburgh Unmanned Flight Operations Review Board
6.1.1 Authority
6.1.1.1 PUFORB is delegated by the President with the authority to approve or bar the operation
of sUASs and other drone systems by employees, students, guests, and contracted vendors
on the grounds associated with the main campus of SUNY Plattsburgh, or properties
owned or operated under the corporations and foundations affiliated with the College.
6.1.1.2 PUFORB is delegated by the President with the authority to approve or bar the operation
of sUASs owned by SUNY Plattsburgh or its affiliated corporations and foundations
off of the area forming the main campus property in Plattsburgh New York.
6.1.2 Report Structure
6.1.2.1 PUFORB reports directly to the President or his or her designee
6.1.3 Plattsburgh Unmanned Flight Operations Review Board Responsibilities
6.1.3.1 PUFORB is the group sanctioned to develop policy and procedures for the safe operation
of small Unmanned Aircraft Systems by faculty, staff, students, guests and contractors.
6.1.3.1.1 Maintain this policy and make recommendations to the President for changes to the
policy as needed.
6.1.3.1.2 PUFORB will review all proposals for operating sUAS under sponsorship of or contract
with SUNY Plattsburgh. PUFORB will also review for approval flight programs submitted
by licensed sUAS pilots who are not employees or affiliated with SUNY Plattsburgh
or its attached organizations prior to flight.
6.1.3.1.3 PUFORB will maintain a listing of approved flight programs and make them continuously
electronically available to University Police or other campus administrators.
6.1.3.1.4 PUFORB will develop and disseminate additional procedures and guidelines to implement
this policy and to ensure the safe use of drones on campus.
6.1.3.1.5 When appropriate, PUFORB will recommend to the President or his or her designee the
revocation or suspension of a pilot’s ability to fly on SUNY Plattsburgh’s property
or the property of its affiliated organizations and foundations, or ability to fly
under sponsorship of Plattsburgh on Property not owned by Plattsburgh.
6.1.3.1.6 PUFORB will develop and maintain procedures to ensure the maintenance of all sUAS
and make them available to authorized persons.
6.1.3.2 In collaboration with the University Police, PUFORB will ensure that all pilots are
in compliance with the dictums of this policy as well as FAA regulations when conducting
flight operations.
6.1.3.3 PUFORB shall operate under Robert’s Rules of Order
6.1.4 Board Composition
6.1.4.1 PUFORB should be composed of:
6.1.4.1.1 Two Faculty Members from interested department such as for example from Physics,
Communication Studies or Environmental Science
6.1.4.1.2 University Police Chief or designee
6.1.4.1.3 Director of Marketing or designee
6.1.4.1.4 Student Association President or designee as logistically feasible
6.1.4.1.5 Environmental Health and Safety Director or designee
6.1.4.1.6 Director of Management Services or designee
6.1.4.1.7 Representative of the Dean’s Cabinet
6.1.4.2 The composition of the Board membership may be changed by the President as logistically
needed to execute the responsibilities herein described for the Board.
6.1.5 PUFORB shall be chaired by a knowledgeable and qualified individual (preferably a
certified sUAS pilot) appointed by the president.
6.1.5.1 The chair shall:
6.1.5.1.1 Maintain records of all PUFORB meetings and agendas
6.1.5.1.2 Call meetings of the Board to consider issues related to sUAS operations
6.1.5.1.3 Notify the President or his designee of any issues of import to the campus
6.1.5.1.5 Only vote in the event of a tie regarding an issue before the committee
6.1.5.1.6 Make recommendations on behalf of PUFORB to the President or his or her designee
when changes in this policy are warranted
6.2 The Remote Pilot in Command shall:
6.2.1 Be certified under Part 107 FAA regulations as a Remote Pilot with sUAS rating and
directly oversee any flight operations under part 107 of FAA regulations
6.2.2 Follow all applicable rules, guidelines, and regulations promulgated by SUNY Plattsburgh,
the FAA, local state or other federal agencies for operation of sUAS.
6.2.3 Have a copy of their sUAS license on file with the PUFORB using protocols established
by PUFORB and on their person while operating sUAS or supervising an individual operating
a sUAS
6.2.4 Produce their certificate for inspection when requested to do so by a representative
of the College administration, University Police or other Police Authorities (when
operating off College property), or the FAA.
6.2.5 Report to University Police, PUFORB, and the College any accident involving a collision
of a sUAS with an individual, building or other property whether damage has occurred
or not. PUFORB has the authority to exclude certain categories of sUAS operation from
this requirement.
6.2.6 Secure the sUAS and its control systems from unauthorized use through storage of
the systems in a locked location
6.2.7 If operating under Part 107 of the FAA regulations and under this policy, only fly
aircraft registered to SUNY Plattsburgh or one of its associated corporations or foundations
incompliance with Title 14 CFR 91.203 (a)(2).
6.2.8 Not fly sUAS with objects not properly and completely secured to the aircraft.
6.2.9 Be familiar with this policy and follow its statements.
6.2.10 Follow restrictions promulgated as part of the approval of flight programs.
6.2.11 Shall only fly after an operational proposal is approved by PUFORB.
6.2.12 Complete campus flight logs for each flight and file them as directed by PUFORB
6.2.13 Fly sUAS only for College sponsored research or teaching, or College business purposes.
6.2.14 Fly sUAS in compliance with any SUNY, Institutional, State, local or FAA permanent
and temporary flight regulations or restrictions such as FAA temporary flight restrictions
(TFRs) or Notices to Airmen (NOTAM).
6.2.15 Ensure all maintenance on aircraft under their operational control has had maintenance
required and or recommended by the manufacturer to maintain safe operational conditions.
6.2.16 Report to PUFORB the completion of all maintenance required or recommended by the
manufacturer.
6.2.17 Because the helipad of University of Vermont Medical System, Champlain Valley Physician
Hospital and Plattsburgh International Airport (PGB) are located in Class G airspace,
flying around those facilities is not prohibited, however per FAA regulations, "No
person may operate a small unmanned aircraft in a manner that interferes with operations
and traffic patterns at any airport, heliport, or seaplane base.”
6.3 SUNY Plattsburgh University Police shall:
6.3.1 Order operators to suspend operation that is not consistent with this policy or FAA
rules.
6.3.2 Operate sUAS in a manner consistent with best practices of Law Enforcement and in
adherence with any applicable local, state, or federal regulations including those
that are permanent as well as those that are temporary such as FAA TFRs.
6.3.3 Investigate and or document accidents as reported under 6.2.7.
6.4 Hobbyist
6.4.1 The Hobbyist may only fly drones on property owned or operated by SUNY Plattsburgh
or its affiliated organizations as defined under the FAA regulations and under additional
policies as promulgated by the PUFORB. Until such regulations are approved, drones
shall not be flown on property owned or operated by SUNY Plattsburgh or its affiliated
organizations.
