SUNY Plattsburgh will determine the physical location of students who are taking one
or more distance education courses at the time of initial enrollment in the applicable
licensure or certification program based on the address(es) provided by the student
in the student information system. For the purpose of this regulation, this determination
relates to the physical location at the time of initial enrollment in the program,
not necessarily initial enrollment at the campus. A student is determined to be located
in the state of New York if any of the following is true at the point when they begin
classes in the applicable major:
- The student’s permanent (home) address is in the state of New York.
- The student has a semester (local) address in the state of New York.
- The student is living in on-campus housing.
The determination of a student’s location remains in effect unless the student notifies
the institution that they have changed their state of residence, at which point a
disclosure will be made within 14 days of the notification. SUNY Plattsburgh will
disclose to any distance education student who is not located in New York State at
the time of beginning an applicable program whether or not the program meets educational
requirements for licensure or certification in the state in which they are located.
If the program meets requirements in the state where the student is located, the student
will be informed so in writing. If the program does not meet requirements in the state
where the student is located, the student will be informed and asked to attest in
writing that upon graduation, they intend to move to or work in a state where the
SUNY Plattsburgh program meets requirements for licensure or certification. If they
are unable to attest to this, they will be asked to discontinue participation in the
educational program.
