Professional Licensure/Certification Disclosure & Student Location Policy

Effective July 1, 2024, federal regulation requires institutions of higher education to make a determination whether a Title IV eligible academic program that leads to professional licensure or certification meets the educational requirements for licensure/certification in the U.S. State where the institution is located, and the U.S. States where “distance education” students are located at the time of initial enrollment in the program, as well as U.S. States where the program is advertised as meeting such requirements, and if applicable, the U.S. State where students attest they intend to be licensed/certified.

Students enrolled in professional licensure or certification qualifying programs

SUNY Plattsburgh will determine the physical location of students who are taking one or more distance education courses at the time of initial enrollment in the applicable licensure or certification program based on the address(es) provided by the student in the student information system. For the purpose of this regulation, this determination relates to the physical location at the time of initial enrollment in the program, not necessarily initial enrollment at the campus.  A student is determined to be located in the state of New York if any of the following is true at the point when they begin classes in the applicable major:

• The student’s permanent (home) address is in the state of New York.
• The student has a semester (local) address in the state of New York.
• The student is living in on-campus housing.

The determination of a student’s location remains in effect unless the student notifies the institution that they have changed their state of residence, at which point a disclosure will be made within 14 days of the notification. SUNY Plattsburgh will disclose to any distance education student who is not located in New York State at the time of beginning an applicable program whether or not the program meets educational requirements for licensure or certification in the state in which they are located. If the program meets requirements in the state where the student is located, the student will be informed so in writing. If the program does not meet requirements in the state where the student is located, the student will be informed and asked to attest in writing that upon graduation, they intend to move to or work in a state where the SUNY Plattsburgh program meets requirements for licensure or certification. If they are unable to attest to this, they will be asked to discontinue participation in the educational program.

• Professional licensure or certification program — An academic program of study that meets the educational requirements necessary for a candidate to be eligible to sit for the required occupational licensure / certification exam or seek employment in the occupation. A list of applicable programs offered by SUNY Plattsburgh will be maintained on the Professional Licensure Disclosure page.
• Student location — Student’s physical location at the time of initial enrollment (first semester) in an academic program that leads to professional licensure or certification, including when a continuing student changes their major to an applicable program.
• Distance education student — A student who takes at least one course via distance education in their first term of enrollment in an academic program that leads to professional licensure or certification.

• The Associate Vice President for Academic Affairs (AVPAA), as the provost’s designee, will identify applicable students.
• The department chairpersons will determine if an applicable program meets educational requirements for licensure or certification in the state in which the student is located.
• The AVPAA will send out the information to applicable students.
