The New York State Freedom of Information Law (FOIL) requires New York’s public agencies, including campuses of the State University of New York (SUNY), to provide to the public access to records reflective of governmental decisions and policies. The University must make all records available for inspection except those that by law fall within one of nine categories of deniable records under Section 87(2), Article 6 of the New York State Public Officers Law. All agencies subject to the requirements of this article shall provide a notification to public employees in the event that the agency is responding to a request for such employee’s disciplinary records. Public Officers Law § 87(6). Individuals receiving a request for records/information under FOIL should forward the original request (letter, email) as soon as possible to the Records Access Officer, c/o Administration and Finance, State University of New York Plattsburgh, 101 Broad St.
