Vehicle Registration & Hangtags
Before parking on the SUNY Plattsburgh campus, all vehicles must be registered with University Police (UPD) and display parking tags as proof of registration.
Vehicle Registration
Students, faculty and staff with access to MyPlattsburgh should follow guidelines below to register a vehicle and pay for parking on the SUNY Plattsburgh campus. Branch campus students should refer to SUNY Adirondack parking policies.
Employees who do not have access to MyPlattsburgh should contact the affiliate’s authorized agent (usually Human Resource Services) for vehicle registration and payment instructions.
Other persons not affiliated with the college including visitors to public events, invited guests, clinic patients, volunteers, vendors and temporary summer hires, should follow guidelines below for your specific instructions.

Vehicle Registration Steps for Students (full-time and part-time students):
STEP 1 — Register a vehicle: Register a new vehicle, or reconfirm a previously registered vehicle, in MyPlattsburgh on the Automobile Registration page no later than 48 hours prior to the semester start.
Dates to Register
- In August for fall session (No sooner than August 1 as online registration resets on July 31.)
- In January for spring session. Students that purchased tags in the fall will use the same tag for spring session upon accepting the parking fee (PK) in tuition. Failure to add the parking fee (PK) in spring tuition will invalidate the tag issued in the fall.
- Immediately upon arrival when registering after a semester starts.
STEP 2 — Pay for Parking*: All students are automatically billed two parking fees (PR & PK) on their tuition bills. If you are parking on campus during a session, include both parking fees on your bill when confirming enrollment.
*Important Note: Students that do not have a car must remove unwanted optional parking fees — parking registration fee (PR) and parking fee (PK) — from tuition prior to confirming enrollment.
To access your tuition bill in MyPlattsburgh:
- Click the STUDENTS tab
- MY ACCOUNTS link (under STUDENT ACCOUNTS heading)
- TUITION BILL ADJUSTMENTS screen
- Add or remove optional parking fees (PR & PK) accordingly and confirm enrollment to finalize your financial contract with the college.
To confirm enrollment:
- Click the current TERM
- Click I ACKNOWLEDGE RECEIPT OF DEBT NOTICE
- Click UPDATE CHARGES after adjusting fees
- Click CONFIRM ENROLLMENT at the bottom of the ACCOUNT SUMMARY WITH FINANCIAL AID screen.
STEP 3: — Claim Your Parking Tag: Location to claim your parking tag differs depending on session. Refer to Parking Hangtag instructions below for complete details.
Faculty & Staff with access to MyPlattsburgh Portal

Dates to Register
- You should confirm previously registered vehicles and pay annual parking fees in August (No sooner than August 1 as online registration resets on July 31.)
Steps to Register for employees with access to MyPlattsburgh:
STEP 1: Login to MyPlattsburgh with your NetID, click the EMPLOYEES tab and then the Automobile Registration link.
STEP 2: Pay Applicable Parking Fees.
State employees with union representation through CSEA, GSEU, NYSCOPBA, PEF, PBANYS or UUP pay a $30 parking registration fee.
Management Confidential and Campus Persons pay two fees annually: $30 registration fee in MyPlattsburgh and a $176 parking fee either prepaid to Student Financial Services or via payroll deduction.
Community Directors classify as state employees and pay a $30 registration fee only in tuition. As a CD benefit, the CD must remove the $176 parking fee from tuition prior to confirming enrollment. (This benefit does NOT apply to community advocates, programming advocates or assistant community director.)
Other Employees with access to MyPlattsburgh, such as Research Foundation and College Auxiliary Services, pay a $30 registration fee (OPR); and, where applicable, other employees with annual incomes of $30,000 and above, also pay a $176 annual parking fee (OPK.) Contact your affiliate’s authorized agent for details on the affiliate’s ‘register and pay’ options.
- To pay from the Employee Automobile Registration page, find the click PAY THE PARKING REGISTRATION FEE button at the bottom of the Automobile Registration screen after completing vehicle registration. (This button disappears after the registration fee is paid, so subsequent payment access must be from MyPlattsburgh, VIEW/PAY MY ACCOUNT BALANCE link.
- To pay from MyPlattsburgh: click VIEW/PAY MY ACCOUNT BALANCE, click the applicable TERM, add available Items — include the FACULTY PARKING REGISTRATION FEE — on the summary screen, click MAKE A PAYMENT (small link on bottom right of screen), and follow steps to complete the transaction. First time users must add a payment method by clicking My Account (upper left on Summary Screen) and follow steps to add a payment method.
STEP 3: Claim Your Hangtag: The location for claiming your parking tag differs each session. Refer to parking hangtag instructions for complete details.
Others without access to MyPlattsburgh Portal
- Affiliate Employees of Organizations Doing Business on Campus
Register using the Vehicle Registration Form. Payment is made according to the affiliation's contract with the college.
Parking fees for affiliate employees are determined by annual income threshold:
- above $30,000 pay a $30 registration fee (OPR) and a $176 parking fee (OPK)
- below $30,000 pay the $30 registration fee (OPR) only
- Emeriti & Retirees
Emeriti and Retirees pay a $30 parking registration fee to Student Financial Services by phone with a credit card to 518-564-3120, or at Kehoe 4th floor; and also register a vehicle using this Vehicle Registration Form.
- Visitors, Clinic Patients & Guests
Invited Guests
Invited Guests are the responsibility of the campus member. Students and faculty/staff must ensure that an invited guest properly registers the vehicle and parks in an appropriate designated lot based on the campus member’s affiliation. For example, an invited guest of an on-campus student must be parked in an on-campus student lot.
- Register at least 24 hours in advance, using this Vehicle Registration Form and a valid vehicle state registration. Park in the appropriate designated lot based on the campus member’s affiliation.
- Same day online vehicle registrations, while still allowed, may be cited if a registration did not process yet; however, the ticket can be expunged when the number is emailed to [email protected], providing the vehicle was legally parked when ticketed.
- Same day registrations may also be made at University Police (UPD) with a valid driver’s license and state vehicle registration.
Visitors to a Public Venue
Use this Vehicle Registration Form to pre-register and park as outlined on the registration feedback instructions.
Public Event Attendees
Public event attendees shall park according to the public notice instructions. Prior authorization is not required.
Clinic Patients
Patients at one of the campus clinics should pre-register using the Vehicle Registration Form or you may contact the clinic to obtain a day pass.
Long-Term Visitor Parking
Long-term parking (exceeding 48 hours) requires pre-approval from UPD and housing or department chair, in addition to payment of any applicable parking fees. Pre-register using this Vehicle Registration Form, and ensure that the applicable authority authorizes a long-term stay in an email to [email protected] (for students) or [email protected] (for employees.)
- Volunteers
Volunteers are persons unaffiliated with the college who receive no compensation for providing service to the college. They receive free parking during times of volunteer service upon registering a vehicle using this Vehicle Registration Form and obtaining authorization from the volunteer’s superior.
The superior shall coordinate volunteers with UPD at [email protected]
- Vendors & Contractors
Vendors and service contractors that frequent campus to sell products or services shall pre-register vehicles bi-annually (June and December) at least 24 hours prior to arrival using this Vehicle Registration Form, and claim a limited use vendor tag from UPD after 24 hours. If visits are 4 or fewer times per year, vendors shall follow visitor registration instructions.
Construction contractors (and subcontractors) working under a capital improvement contract, shall refer to the facilities authorized agent for the preapproved parking lay down area identified in the construction contract. Parking outside of an assigned lay down area must be preapproved by the facilities authorized agent and the parking manager. Register a vehicle biannually (June and December), using this Vehicle Registration Form.
- Temporary Summer Hires
Temporary summer hires, not classified as state employees, shall receive free parking after the spring session ends not to exceed August 31. Parking authorization requires proof of temporary summer employment from Human Resources Services (HRS) and pre-registration using this Vehicle Registration Form
Special Parking Privileges, Reserved Parking & Waivers
Certain campus members may apply for a specific parking privilege upon submission of the qualifying documentation.
- Reserved Parking for People with Disabilities
Handicap parking is reserved for individuals with disabling conditions ONLY and comes with a hefty fine for noncompliance. Individuals with permanent or temporary disabling conditions may utilize reserved handicap spaces when a campus parking hangtag identifies the privilege. Handicap authorization includes parking in a regular space (no reserved space) when handicap parking is not available.

Campus members may utilize reserved handicap parking upon submission of a doctor’s note that outlines temporary handicap term limits, or a copy (both sides) of a long-term handicap placard that is intended for the registrant ONLY, which is matched to the registrant’s current tag. Email supporting document to [email protected], or upload it from the AUTOMOBILE REGISTRATION page in MyPlattsburgh, under the “Request Special Parking Privilege” dropdown when registering a vehicle. Handicap authorization is only valid through the expiration date.

Visitors may park in reserved handicap spaces upon the display of a permanent parking placard of a vehicle pre-registered in Vehicle Registration Form.

- Reserved Parking for Community Directors (CD)
A community director is authorized to park in “Reserved for CD” parking upon validation from housing to [email protected], and display of a faculty/staff tag. The CD maintains ownership of the reserved space only after registering a vehicle and must report any unauthorized vehicles to UPD.
- Reserved for Museum Parking
Reserved art museum visitor parking is currently pending. Until further notice, refer to the visitor parking guidelines above.
- Employee Service Vehicle Parking Privilege
Service Vehicle Parking for employees required to use a personal vehicle as a service vehicle. Upon validation by an employee’s supervisor to [email protected], UPD shall authorize an employee’s current hang tag to be utilized in reserved service vehicle spaces while conducting official campus business only.
- Employee Reserved Parking for Fuel Efficient Vehicle at Au Sable Hall
As outlined by the US Green Building Council Green Book, the ‘green’ building at AuSable Hall offers limited reserved parking for employees with qualifying fuel-efficient vehicles upon proof that a vehicle scores 40 or above in the ACEEE (American Council for Energy Efficient Economy) Green Book and classifies as a Zero Emission Vehicle (ZEV) by the California Air Resources Board.
Refer to the GreenerCars ratings for your vehicle’s rating report. Then upload the report to your vehicle registration (MyPlattsburgh to “Employees” tab to “Automobile Registration” link to “Request Special Parking Privilege” dropdown.)
- Veteran Waiver
Veteran parking waivers for veterans that served during a time of war, upon proof of honorable discharge by uploading a DD-214 to your vehicle registration at the bottom of the “Automobile Registration” page in MyPlattsburgh.
Every August, veterans with a DD-214 on file shall renew their active status (student or employee) in an email to [email protected].
- Temporary Summer Hires
UPD grants free parking waiver to summer hires that are not state employees after the spring session ends not to exceed August 31, upon registering a vehicle for parking on campus. You must first pre-register using the Vehicle Registration Form.
Parking Hangtags
All vehicles parked on campus must display a valid parking tag as proof that UPD authorizes the vehicle to park on campus property, according to the campus lot designations and restrictions. Parking tags are only transferable between vehicles registered under one tag holder (maximum 3.) UPD prohibits tag sharing as the tag holder is liable for all tickets tied to the parking tag.
- Parking Hangtag Display
Display a valid parking hangtag on the rearview mirror (or dash directly below the mirror) as proof that UPD authorizes the registered vehicle to be parked on campus. A motorcycle decal shall be adhered to the left fork.
Hangtags must be readable to the ticket writer when displayed to avoid ‘no permit visible’ violations.
- Parking Tag Valid Dates
Hangtags are valid through the expiration date outlined on the tag, and renewed upon expiration, to avoid a ‘permit expired’ violation.
- Student tags are valid from the date a tag is assigned to the end of a session. After fall session ends, use the same tag for spring session upon payment of the spring parking fee, or return an unwanted tag to UPD at the end of the fall session to avoid being charged for the spring parking fee.
Students that arrive early for the fall session due to athletics or other commitments may park preregistered vehicles in designated student lots until their tag is ready to claim (See CLAIM YOUR PARKING HANGTAG.) If a pre-registered, legally parked vehicle is ticketed for 'no permit visible' prior to the fall session start, the Appeals Board will automatically expunge the ticket upon submission of the ticket # to [email protected].
- Faculty/staff tags are valid from the assignment date through September 30 of the next academic year. For example, October 1 to September 30.
- Vendor tags are valid from assignment date through December 31, and renewable each December for the current academic year. Vendors on campus 4 or fewer times per year shall register as a visitor.
- Visitor tags are valid for the term displayed on the limited-use tag, not to exceed 48 hours (72 hours on weekends.) Long-term tag assignments require authorization from the Housing office or a department chair.
- Volunteer tags are valid for the term of the HRS certification, or validation by the department chair/supervisor, and must be renewed each session.
- Claim Your Hangtag
Register at least 24 hours prior to arrival to ensure a tag is ready to claim.
Visitors do not require a visitor pass when pre-registered, using the Vehicle Registration Form, at least 24 hours prior to arrival. Same day registrants may register online, or obtain a day pass from UPD upon presenting a valid license and vehicle registration. Due to processing limitations, same day online registrants may be ticketed, but they may submit the ticket # to [email protected] for expunging, provided the vehicle was legally parked at the time it was ticketed.
Volunteer tags disburse to department chairs when all volunteer certification requirements are met.
Affiliate Employees will receive faculty/staff tags from their affiliate authorized agent upon assignment.
Students and faculty/staff shall present a photo ID to claim hangtags from the locations below and validate tag assignment in MyPlattsburgh (Automobile Registration page) before attempting to claim the tag.
Fall Session:
- Except for Sunday, claim tags at the Angell College Center lobby, 9 a.m. to noon,
Friday (move in weekend) through Tuesday (of session Week #1.)
Students that arrive early for athletics and CDs may park preregistered vehicles prior to session start, without tags, in designated student lots until their tag is ready to claim. If a preregistered and legally parked vehicle is ticketed for 'no permit visible' prior to session start, submit the ticket # to [email protected] for expunging. - Effective Wednesday of session week #1, late registrants claim tags from University Police within 48 hours of registering (allow for overnight processing.)
- On September 15, unclaimed state employee tags are interoffice mailed to office addresses only. To minimize misplaced tags, validate Banner addresses in MyPlattsburgh when registering and follow change of address instructions where applicable.
Spring Session:
- First-time registrants — new students and new state employees — claim assigned tags at University Police within 48 hours from pre-registering online (allow for overnight processing.)
- Students with tags from the fall session use the same tag for spring session upon accepting the spring parking fee (PK) in tuition. Return unwanted tags before the end of session week 1 to avoid forfeiting the parking fee.
Summer Session:
- Students taking summer classes shall email [email protected] to request the addition of the $30 summer parking registration fee to their bill. A summer registration fee is not automatically billed in tuition in the same manner it is for fall and spring session. UPD will notify a student when an assigned tag is ready.
- Except for Sunday, claim tags at the Angell College Center lobby, 9 a.m. to noon,
Friday (move in weekend) through Tuesday (of session Week #1.)
- Hangtag Restrictions
Hangtags identify the lot designations and restrictions. Refer to the Parking Lots & Restrictions page or use the QR code on the tag to redirect to this page.
Tag sharing is discouraged as hangtags are not transferable, except between vehicles registered under one tag holder (maximum 3.) All tickets tied to a vehicle displaying a hangtag are the responsibility of the registrant, whether the vehicle was properly registered or not.

- Missing Parking Tag
File a Missing Hangtag Affidavit as soon as your discover your tag missing. Upon filing the affidavit, you are protected from tickets issued to the tag effective on the date you submit the affidavit. It does not include tickets received prior to the submission of the affidavit. To replace the missing tag, follow the instructions on the affidavit.
- Cancel an Unwanted Hangtag
Return an unwanted tag to UPD or cancel an unclaimed tag in a request to [email protected], within 5 business days from session start (or tag assignment for late registrants) in order to avoid forfeiture of the parking fee (PK). Upon tag assignment, the parking registration fee (PR) is nonrefundable.
