START-UP NY


START-UP NY is an New York State initiative to transform communities across the state into tax-free sites for new and expanding businesses. Many new and expanding New York businesses, as well as companies relocating from out-of-state, are eligible to participate

Business will be able to locate in these zones and operate 100% tax-free for 10 years.

  • No income tax.
  • No business or corporate state or local taxes.
  • No sales tax.
  • No property tax.
  • No franchise fees.

While new businesses will start-up or expand their operations next to SUNY campuses and other private colleges to the economic benefit of local communities, START-UP NY will also benefit university and college students, faculty, and staff with access to real-world, cutting edge business experiences and experiential educational opportunities afforded through the program.

Available Tax Free Space at SUNY Plattsburgh

SUNY Plattsburgh has designated space on campus in Redcay Hall under the START-UP NY initiative. In Redcay Hall, 7,921 sq. ft. of office space on the second floor has been set aside for START-UP NY. There are approximately 25 offices, a classroom, two conference rooms, two storage rooms and three common areas, that are desigated for businesses in the START-UP NY program. The majority of designated spaces is currently under contract with START-UP NY businesses. The building is ADA-compliant and equipped with an elevator.

Available Tax Free Space Off Campus

SUNY Plattsburgh has also designated as a Tax-Free NY Area approximately 298,539 sq. ft. of office/manufacturing space and 35.7 acres of land at the Northstar Technology Center (formerly Wyeth R & D Center) next to the Wm. H. Miner Agricultural Research Institute in the Town of Chazy. Other properties at the Plattsburgh International Airport and throughout Clinton County may be designated tax-free zones under the START-UP NY Program with permission of Empire State Development.

SUNY Plattsburgh is also partnering with several economic development groups (North Country Chamber of Commerce, The Development Corporation, CITEC, Clinton County IDA, City of Plattsburgh Community Development Office, Empire State Development) to identify other underutilized and vacant properties that could be designated Tax-Free NY Areas under START-UP NY in the City of Plattsburgh and Clinton County. START-UP NY facility space can be located on or near academic campuses in many urban and rural areas across New York State.

    Redcay Hall is a 41,000 square foot red brick building that permanently houses offices and classrooms for the Anthropology, Sociology, Criminal Justice and Gender and Women Studies faculty.

    The majority of space on the second floor has been designated for businesses in the START-UP NY program. There is 7921 sq. ft. of usable space on the second floor. The building is ADA-compliant and equipped with an elevator.

    A shared parking lot is available behind the building. A separate fiber optic cable was recently installed to the building, and START-UP NY businesses would need to acquire service (internet, telephone, etc.) through an local external internet service provider.
