Descriptions of General College Fees

College Fee
The college fee is a system-wide fee and is mandatory for all students.

Student Health Fee

This is a mandatory fee for all students who are enrolled in at least one course on the main campus. It supports the cost of staffing the Center for Student Health and Psychological Services, and it provides for a variety of medical, psychological, and health education services. This fee covers many, but not all, of the services available in the Center for Student Health and Psychological Services. Some of the services are offered on a fee-for-service basis.

Students who fall into the following categories are exempt from this fee and can deduct it from their bills:

  • Students registered in programs requiring that they be away from the Plattsburgh campus (such as student teaching, study abroad, residing at the Miner Institute, internships, co-ops, branch campus students; and those students taking all independent study courses); or
  • Employees of SUNY Plattsburgh or the Research Foundation who are enrolled in classes (excludes graduate assistants and dorm assistantships); or
  • Students whose only classes begin after 4:00 pm; or
  • Students enrolled in three credit hours or less who commute more than 35 miles each way to campus.

The Director of the Center or designee will consider extraordinary exemption requests. Refund requests must be made within 30 days of the first day of the semester.

Intercollegiate Athletic Fee

This is a mandatory fee for all students who are enrolled in at least one course on the main campus. It supports the operational expenses of the Intercollegiate Athletic Program. Payment of this fee allows for free admission to all seasonal games based on seating capacity.

Students who fall into the following categories, however, are exempt from this fee and can deduct it from their bills

  • Students registered in programs requiring that they be away from the Plattsburgh campus (such as student teaching, study abroad, internships, co-ops, branch campus students; and those students taking all independent study courses); or
  • Employees of SUNY Plattsburgh or the Research Foundation who are enrolled in classes (excludes graduate assistants and dorm assistantships); or
  • Students enrolled in three credit hours or less who commute more than 35 miles each way to campus

Extraordinary requests for exemption can be made to the Dean of Students. Refund requests must be made within 30 days of the first day of the semester.

Student Association Fee

This is a mandatory fee for all matriculated students. The Student Association uses these proceeds for:

  • Academic organizations and the activities coordination board
  • Art, cultural and media programs and organizations
  • Recreational opportunities
  • Religious organizations
  • Student association employees and administration
  • Service and social movement organizations

In certain circumstances, partial refunds may be requested from the Student Association, located in Angell College Center. Refund requests must be made within 30 days of the first day of the semester.

Student Alumni Fee 
This $15 fee is automatically included on most fall and spring bills. A student can opt-out by submitting a letter to the Alumni Association within two weeks after the start of the semester. The Alumni Office is in Hawkins Hall, room 113. They are open Monday through Friday from 8:00 am to 4:30 pm.

There are several benefits to paying this fee. The Cardinal Connections program allows a student to connect directly with alumni who have volunteered to network with other alumni and current students. The Distinguished Visiting Alumni program sponsors some of the top performing alumni in the world to come back to share their experience and show students what they can do with a SUNY Plattsburgh education. Another benefit to paying this fee is a coupon booklet every fee-paying student receives that provides savings at Plattsburgh area restaurants, retail shops and other services.

The fees collected to support the Association also help provide much-needed scholarships, student grants, and put on other campus events and services. After graduating, a student can also receive other benefits including:

- 10% off Plattsburgh apparel in the College Store
- Permission to use the SUNY Plattsburgh Fitness Center at a low price
- On-going career/professional support (Cardinal Connections)
- Information about reunions near your geographic location
- A forwarding email address so each student can stay in touch with classmates after graduation.
Green Fee (SA)
The optional $3 Student Association Green Energy Fee gives each Plattsbugh student an opportunity to help the environment by supporting the Student Association's initiative to support renewable energies. All money collected from this fee will be donated to a worthy cause chosen by the Student, Faculty, Staff Green Policy Committee. This fee will help to offset a percentage of Plattsburgh State's total energy utilization.
Yearbook Fee (SA)
The optional $75 Student Association Yearbook Fee is the easiest way for each student to order the annual Cardinal yearbook. This yeabook is 200 pages, student produced, has quality printing, has a durable, attractive hard cover, is part of an award-winning tradition, is delivered in the spring, and is for every student at Plattsburgh State, not just for seniors.
Technology Fee

This mandatory fee provides a consistent revenue stream that enables the college to do long-range planning for technology, respond to short-term needs, and react to changing curricula needs and student priorities. This fee funds:

  • Classroom facilities
    • Computer classroom
    • Technology-enhanced classrooms
    • Distribution of satellite and television programming
  • Academic program needs
    • Instructional software
    • Integration of technology into the curriculum
    • Workshops
  • Network connectivity and infrastructure
    • Campus network
    • Internet bandwidth
    • Wireless network communications
  • Library automation
    • Online citation and full-text databases
    • Document delivery
    • Library management system
  • Student support services
    • Online access to student records
    • Online registration
    • Online financial aid process
    • Computer support staff

The technology fee waiver policy is available at http://www.plattsburgh.edu/policies/technology/edtechwaive.php The dean of library and information services will consider extraordinary exemption requests.

Placement Fee
The placement fee is mandatory for new full-time freshmen. It supports student assessment and placement testing in English and mathematics.

Course-Related Fees

Hospital Insurance

Accident and sickness insurance is mandatory for full-time students but all students are eligible to participate. If you are already covered under a personal insurance plan or are a dependent under a family plan, sign the hospital insurance waiver on your invoice and subtract $128. Hospital insurance rates for each semester are as follows:

  • Student only: $157
  • Student and spouse: $464
  • Student and child(ren): $374
  • Student, spouse and child(ren): $681
Parking Fee
This is an optional fee which pays for maintaining and monitoring campus parking facilities. By paying this fee you are not guaranteed parking availability.  This fee is due every semester.

Parking Decal Registration Fee
This fee is only assessed once a year and pays for the decal placed on your car mirror. All students who will have a vehicle on campus must obtain a registration decal from university police within 48 hours of arrival on campus. Vehicle registration is required. Separation from the college will automatically void registration, and all parking privileges will be suspended. If you paid for a decal in the Fall semester but are not using your car on campus in the subsequent semester, you must return your parking decal to University Police to be considered for a waiver of the Spring parking fee.

Cardinal Computer Care Fee


This fee provides the following services:

  • Operating system reloads
  • Hardware installation
  • Network card installation
  • Ongoing support for software misconfiguration and failures
  • Unlimited phone support and troubleshooting
  • Experienced and trained A+ certified technicians
  • Warranty support for Dell, Gateway, and HP systems

This repair service does not include replacement of parts, however.

Fitness Center Fee
This fee is optional and provides for a semester membership. The department of physical education, athletics and recreational sports operates the fitness center. Payment of this fee allows access to aerobic and strength training machines.

Hall Council Dues
This is an optional fee which allows residents to participate in dorm activities.

Washer/Dryer Fee
This optional fee is assessed to all residence hall occupants to cover the cost of repair and replacement of laundry equipment. Payment of this fee allows unlimited use of washers and dryers

Cardinal Cash

If you wish to add money to your Cardinal Cash account, enter the dollar amount on your invoice. You can add money to your Cardinal Cash account as many times as you wish at the following locations:

  • Student Accounts on the first floor of the Kehoe administration building (518-564-3120), or
  • College Auxiliary Services (CAS) in Clinton Dining Hall (518-564-2035), or
  • Information desk at Angell College Center (518-564-2121).

It takes 24 hours for money to be posted to Cardinal Cash through Student Accounts, whereas money posted through CAS or the information desk is posted immediately to Cardinal Cash.
