Far too many people who start college will not graduate. We believe our students can start college and finish strong! Degree completion is greatly encouraged through consistent institutional support coupled with a student’s tenacity. If you're ready to give your college education 100%, we will do the same. About the Educational Opportunity Program


The State University of New York's Arthur O. Eve Educational Opportunity Program (EOP) provides access, academic support and financial aid to students who show promise for succeeding in college but who may not have otherwise been offered admission. Available primarily to full-time, matriculated students, the program supports students throughout their college careers within the university.

You are encouraged to discuss your college choices with your college advisor. EOP is designed for students who need special academic assistance as well as financial aid. You will be asked to complete additional application materials and financial aid forms by the colleges to which you are applying. Be sure to complete any materials and return promptly as directed.

Despite popular belief, most people in the United States do not have a college degree.

Access Matters — EOP begins as a special admission program, opening the door to higher education for students who might not otherwise have a chance to pursue their college dream. Although EOP applicants do not meet general admissions criteria due to historic academic or economic disadvantage, they demonstrate the highest levels of personal motivation and are receptive to engaging support.

Support Matters — EOP provides academic, personal and financial support to New York state residents who hold a high school diploma or its equivalent, and who have the academic potential to earn a college degree. Our support does not replace campus services; instead, we offer support above and beyond that which the college is already providing to our students.

Our History Matters — EOP at SUNY Plattsburgh has been providing access to higher education and support to program students since 1969. That’s over 50 years of supporting students! The program has given thousands of students the opportunity to earn a college degree, which ultimately creates a brighter future for individuals, families and communities.

EOP Admission Requirements


It is important to understand that meeting eligibility requirements does not provide entitlement or automatic admission. We receive thousands of applications each year for a limited number of seats in the program. Because the need for EOP far exceeds the capacity for enrollment, priority is given to students whose life pattern is one of historical economic and cultural disadvantage. Recent household changes that result in a decrease in family income are not sufficient to establish historical disadvantage. Applicants should be prepared for a thorough and rigorous review process.

Support Services


Educational Opportunity Program students may receive support services, such as academic, career and personal counseling; tutoring and supplemental instruction. As part of a student’s overall financial aid package, the Educational Opportunity Program provides financial assistance for non-tuition related expenses (e.g. books, supplies, etc.).
